“আপিল করছি ও সতর্কও করছি, যথাযথ ভূমি সেবা নিশ্চিত করুন”

/ভূমি মন্ত্রণালয়ের গণকর্মচারীদের প্রতি ভূমিমন্ত্রী নারায়ন চন্দ্র চন্দের উদাত্ত আহ্বান/

(ঢাকা, মঙ্গলবার, ১৬ জানুয়ারি ২০২৪) মানুষকে যথাযথ ভূমি সেবা প্রদান করার উদাত্ত আহ্বান জানিয়ে ভূমি মন্ত্রণালয় ও এর আওতাভুক্ত দপ্তর/সংস্থায় কর্মরত গণকর্মচারীদের উদ্দেশে ভূমিমন্ত্রী নারায়ন চন্দ্র চন্দ বলেছেন, আপনাদের প্রতি আমি আপিল (অনুরোধ) করছি, জনকল্যাণে যথাযথ ভূমি সেবা নিশ্চিত করতে কাজ করুন; একইসাথে সতর্কও করছি যেন এর ব্যত্যয় না হয়।

আজ রাজধানীর ভূমি ভবনে অবস্থিত কেন্দ্রীয় সেমিনার হলে আয়োজিত ‘ভূমি মন্ত্রণালয়ের আওতাভুক্ত দপ্তর/সংস্থা সমূহের কার্যক্রম সম্পর্কে অবহিতকরণ’ সভায় প্রধান অতিথির বক্তব্য রাখতে গিয়ে ভূমিমন্ত্রী নারায়ন চন্দ্র চন্দ ভূমি মন্ত্রণালয়ের গণকর্মচারীদের প্রতি এই আহ্বান ব্যক্ত করেন।

ভূমি সচিব মোঃ খলিলুর রহমানের সভাপতিত্বে অনুষ্ঠিত অবহিতকরণ সভায় অন্যান্যদের মধ্যে আরও উপস্থিত ছিলেন, ভূমি আপীল বোর্ডের চেয়ারম্যান এ কে এম শামিমুল হক, ভূমি সংস্কার বোর্ডের চেয়ারম্যান মোঃ আব্দুস সবুর মন্ডল, ভূমি রেকর্ড ও জরিপ অধিদপ্তরের মহাপরিচালক আনিস মাহমুদ সহ ভূমি মন্ত্রণালয়ের অতিরিক্ত সচিব ভূমি মন্ত্রণালয়ের দপ্তর/সংস্থার বিভিন্ন পর্যায়ের কর্মকর্তা-কর্মচারীবৃন্দ।

ভূমি আপীল বোর্ড, ভূমি সংস্কার বোর্ড, ভূমি রেকর্ড ও জরিপ অধিদপ্তর এবং হিসাব নিয়ন্ত্রক (রাজস্ব) - আজ আই চারটি দপ্তর/সংস্থার প্রধানগণ নিজ নিজ প্রতিষ্ঠানের কার্যক্রম সম্পর্কে ভূমিমন্ত্রীকে সচিত্র ব্রিফ করেন।

ভূমিমন্ত্রী তাঁর বক্তব্যে বলেন, আমাকে প্রধানমন্ত্রী একটা মিশন নিয়ে ভূমি মন্ত্রণালয়ে পাঠিয়েছেন; তা হচ্ছে দক্ষ, স্বচ্ছ ও জনবান্ধব ভূমিসেবা নিশ্চিত করা। স্মার্ট ভূমি ব্যবস্থাপনা বাস্তবায়ন করে এই মিশন পূরণ করতে আমি দৃঢ়ভাবে সংকল্পবদ্ধ। আমার বিশ্বাস, ভূমি মন্ত্রণালয়ের আমরা সবাই নিজ নিজ দায়িত্ব যথাযথভাবে পালন করলে ভূমি মন্ত্রণালয় থেকে বাংলাদেশের প্রধানমন্ত্রী যা চাচ্ছেন তা পূরণ করা সম্ভব।

ভূমি মন্ত্রণালয়ে কর্মরত সবার বেতন জনগণের ট্যাক্সের টাকা থেকে আসে - বিষয়টি মনে করিয়ে দিয়ে ভূমিমন্ত্রী আরও বলেন, বিত্তশালী এবং বিত্তহীন সকল নাগিরকই প্রত্যক্ষ এবং পরোক্ষভাবে ট্যাক্স দেন। চাকরি করে নাগরিক সেবা দেওয়ার কর্তব্য যথাযথভাবে পালন না করার অর্থ হচ্ছে চাকরির উপার্জন হালাল না হওয়া।

মন্ত্রী বলেন, দারিদ্র্য বিমোচনের মাধ্যমে অভূতপূর্ব অর্থনৈতিক পুনর্জাগরণের মধ্য দিয়ে শেখ হাসিনা বাংলাদেশকে নেতৃত্ব দিচ্ছেন, এ বিষয়ে বিশ্বের কেউ দ্বিমত পোষণ করে না। দারিদ্র্য বিমোচন, নারী অধিকার নিশ্চিতকরণ, আর্থ-সামাজিক উন্নয়ন, শিল্প ও খনিজ সম্পদ, কৃষি ও খাদ্য নিরাপত্তা এবং সর্বোপরি জলবায়ু পরিবর্তনের প্রভাব মোকাবেলাসহ উন্নয়নের সকল ক্ষেত্রে ভূমি প্রয়োজন। এজন্য টেকসই, জবাবদিহিমূলক ও জনবান্ধব ভূমি সংস্কার বাস্তবায়ন সরকারের সর্বোচ্চ অগ্রাধিকারের অংশ।

ভূমি সচিব মোঃ খলিলুর রহমান বলেন, রূপকল্প ২০৪১ এবং বদ্বীপ পরিকল্পনা ২১০০-এর আলোকে, বঙ্গবন্ধুর স্বপ্নের 'সোনার বাংলা' গড়ার প্রত্যয়ে ভূমি মন্ত্রণালয়ের সবাই ভূমিমন্ত্রীর নেতৃত্বে একযোগে কাজ করে যাবে। সচিব প্রধানমন্ত্রীর পরিকল্পনা অনুযায়ী ইশতেহার বাস্তবায়নে কাজ করার জন্য ভূমি মন্ত্রণালয়ের সকল গণকর্মচারীর পক্ষ থেকে দৃঢ় সংকল্প ব্যক্ত করেন এবং ভূমিমন্ত্রীকে সব ধরনের সহযোগিতা প্রদানের প্রতিশ্রুতি দেন।

“Ensure rightful land services - I am both appealing and issuing a warning”

/Land Minister Narayon Chandra Chanda urges officials of the Ministry of Land/

Land Minister Narayon Chandra Chanda has urged public employees within the Ministry of Land, along with its offices and agencies, to deliver appropriate land services to the public. He emphasized the need to work diligently to ensure proper land services for the people. Simultaneously, he issued a warning against engaging in anything other than rightful service.

Land Minister Narayon Chandra Chanda made the call while addressing a meeting on 'Briefing on activities of the offices and agencies under the Ministry of Land' held at the central seminar hall of Bhumi Bhaban in the capital today.

Land Secretary Md Khalilur Rahman chaired the meeting. Among others, the Chairman of the Land Appeal Board AKM Shamimul Haque, Chairman of the Land Reform Board Md. Abdus Sabur Mondal, Director General of Land Record and Survey Department Anis Mahmud, Additional Secretaries of the Ministry of Land, and various level officials of the offices and agencies under the Ministry of Land were present in the meeting.

The heads of the Land Appeal Board, Land Reform Board, Land Record and Survey Department, and Controller of Accounts (Revenue) office briefed the Land Minister about the activities of their respective organizations.

In his speech, the land minister said, "The Prime Minister has sent me to the Ministry of Land with a mission; That is to ensure efficient, transparent and people-friendly land services. I am determined to fulfill this mission by implementing smart land management. I believe, that if all of us in the Ministry of Land perform our respective responsibilities properly, it will be possible to fulfill what the Prime Minister of Bangladesh wants from the Ministry of Land.

Reminding that the salaries of all those working in the Ministry of Land come from the people's tax money, the Land Minister also said that all the wealthy and non-wealthy citizens pay taxes directly and indirectly. Not fulfilling the duty of providing citizen service properly means that the income of the job is not Halal.

The minister said no one in the world disagrees that Sheikh Hasina is leading Bangladesh through an unprecedented economic renaissance through poverty alleviation. Land is needed in all areas of development – poverty alleviation, ensuring women's rights, socio-economic development, industry and minerals, agriculture and food security, and above all, combating the impact of climate change. That is why the implementation of sustainable, accountable, and people-friendly land reforms is part of the government's highest priorities.

Land Secretary Md. Khalilur Rahman said that keeping in view Vision 2041 and Delta Plan 2100, everyone in the Ministry of Land will work together under the leadership of the land minister to build a 'Sonar Bangla' as dreamt by Bangabandhu. The secretary expressed his determination on behalf of all public servants of the Ministry of Land to work on the implementation of the manifesto as per the Prime Minister's plan and promised to provide all cooperation to the Minister of Land.
