(চট্টগ্রাম, বুধবার, ১২ জুন ২০২৪) ভূমিমন্ত্রী নারায়ন চন্দ্র চন্দ বলেছেন, সরকারের ভূমি ব্যবস্থাপনায় ১ ব্যাক্তি, ১ খতিয়ান, ১ ম্যাপ প্রক্রিয়া চালু করার পরিকল্পনা রয়েছে। তিনি বলেন, উত্তরাধিকার জমির ক্ষেত্রে রেজিস্ট্রিকৃত বন্টননামা বাধ্যতামূলক করার বিষয়টি যাচাই করা হচ্ছে। এই উদ্যোগগুলো ভূমি বিষয়ক মামলা-মোকদ্দমা ও বিবাদ কমানোর লক্ষ্যেই গ্রহণ করা হয়েছে।

ভূমিসেবা সপ্তাহ ২০২৪ উপলক্ষে চট্টগ্রামের জিমনেশিয়াম হলে আজ সকালে আয়োজিত ‘স্মার্ট বাংলাদেশ: স্মার্ট ভূমি সেবা ও ভূমি ব্যবস্থাপনা প্রেক্ষিত’ শীর্ষক আলোচনা সভায় প্রধান অতিথির বক্তব্যে তিনি এ কথা বলেন। চট্টগ্রাম বিভাগীয় কমিশনারের কার্যালয় ও চট্টগ্রাম জেলা প্রশাসন যৌথভাবে এ অনুষ্ঠানের আয়োজন করে।

ভূমিমন্ত্রী বলেন, জমির ব্যবস্থাপনা সুষ্ঠু না হলে উন্নয়ন কার্যক্রম টেকসই হবে না। ভূমি মানুষের অস্তিত্বের সাথে জড়িয়ে রয়েছে এবং প্রতিটি উন্নয়ন কাজে ভূমির সম্পর্ক আছে। স্মার্ট বাংলাদেশ পরিকল্পনায় স্মার্ট ভূমিসেবা গুরুত্বপূর্ণ অংশ।

ভূমি কর্মকর্তাদের উদ্দেশ্যে তিনি বলেন, "ভূমিসেবা গ্রহীতাদের ভালো ব্যবহারের মাধ্যমে সেবা দিতে হবে। তিনি আরও বলেন, কৃষি জমির শ্রেণি পরিবর্তন করা যাবে না। এ বিষয়ে মাননীয় প্রধানমন্ত্রীর স্পষ্ট নির্দেশনা আছে। একইসাথে নদী রক্ষার বিষয়টি গুরুত্ব সহকারে দেখতে হবে।

অনুষ্ঠানস্থলে সাংবাদিকদের প্রশ্নের জবাবে ভূমিমন্ত্রী জানান, ভূমি অপরাধ প্রতিরোধ ও প্রতিকার আইনের বিধি আইন মন্ত্রণালয়ে রয়েছে। প্রয়োজনীয় ভেটিং প্রক্রিয়া সম্পন্ন করার পর আইন মন্ত্রণালয় থেকে তা ভূমি মন্ত্রণালয়ে প্রেরণ করা মাত্র ভূমি অপরাধ প্রতিরোধ ও প্রতিকার আইনের বিধিমালা জারি করা হবে। একই সাথে মন্ত্রী আরেকটি প্রশ্নের জবাবে বলেন, আগামী সেপ্টেম্বরে ভূমি উন্নয়ন কর ব্যবস্থায় আপডেট আনা হবে এবং এ বিষয়ে প্রয়োজনীয় পদক্ষেপ নেওয়া হচ্ছে।

চট্টগ্রামের জেলা প্রশাসক আবুল বাসার মোহাম্মদ ফখরুজ্জামান-এর সভাপতিত্বে অনুষ্ঠিত এই অনুষ্ঠানে আরও উপস্থিত ছিলেন চট্টগ্রামের বিভাগীয় কমিশনার মো: তোফায়েল ইসলাম, ভূমি মন্ত্রণালয়ের অতিরিক্ত সচিব মো: এমদাদুল হক চৌধুরী, চট্টগ্রামের অতিরিক্ত বিভাগীয় কমিশনার ইয়াছমিন পারভীন তিবরীজি, চট্টগ্রামের অতিরিক্ত পুলিশ কমিশনার আ স ম মাহতাব উদ্দিন, চট্টগ্রাম রেঞ্জ অতিরিক্ত ডিআইজি প্রবীর কুমার রায়।

বাংলাদেশ মুক্তিযোদ্ধা সংসদ চট্টগ্রাম মহানগর ইউনিট ডেপুটি কমান্ডার বীর মুক্তিযোদ্ধা মোহাম্মদ শহীদুল হক চৌধুরী এবং চট্টগ্রাম জেলা ইউনিটের ভারপ্রাপ্ত কমান্ডার বীর মুক্তিযোদ্ধা এ কে এম সরোয়ার কামাল সম্মাননীয় অতিথি হিসেবে এসময় উপস্থিত ছিলেন।

প্রধান অতিথির বক্তব্য শেষে ভূমিমন্ত্রী ভূমিসেবা সপ্তাহ উপলক্ষ্যে আয়োজিত কুইজ প্রতিযোগিতার বিজয়ী স্কুল শিক্ষার্থীদের হাতে পুরস্কার তুলে দেন। এরপর তিনি ভূমি অধিগ্রহণে ক্ষতিগ্রস্তদের মাঝে ক্ষতিপূরণ চেক এবং আবেদনকারীদের নিকট খতিয়ানের নকলের কপি হস্তান্তর করেন।

এবার ভূমিসেবা সপ্তাহ উপলক্ষে জিমনেসিয়াম প্রাঙ্গণে উপজেলা/সার্কেল ভূমি অফিসের স্টলের পাশাপাশি জেলা প্রশাসনের ভূমি অধিগ্রহণ, রেকর্ডরুম, জরিপ অধিদপ্তরের সার্ভে ও সেটেলমেন্ট এবং নিবন্ধন অধিদপ্তরের ভূমি রেজিস্ট্রেশন সংক্রান্ত মোট ১০টি ভূমিসেবা স্টল স্থাপন করা হয়েছে। অনুষ্ঠান সমাপ্তির পর মন্ত্রী এসব ভূমিসেবা স্টল পরিদর্শন করেন। এর আগে তিনি ভূমিসেবা স্টলগুলোর মধ্যে সেরা দলকে পুরস্কার প্রদান করেন।

অনুষ্ঠানে অন্যান্যদের মধ্যে বীর মুক্তিযোদ্ধা, ভূমিসেবা গ্রহীতা, চট্টগ্রামের বিভিন্ন স্তরের ভূমি কর্মকর্তা, সুশীল সমাজের প্রতিনিধি, রাজনীতিবিদ, গণমাধ্যমের প্রতিনিধি এবং বিভিন্ন পেশার ব্যক্তিবর্গ উপস্থিত ছিলেন।

প্রসঙ্গত, গত ০৮ জুন ২০২৪ থেকে শুরু হওয়া ভূমিসেবা সপ্তাহ ২০২৪ আগামী ১৪ জুন ২০২৪ তারিখে শেষ হবে।

(Chattogram, Wednesday, June 12, 2024) Land Minister Narayon Chandra Chanda said the government has a plan to introduce 1 person, 1 khatian (Record of Rights), 1 map system in land management. He said the issue of making registered allotment deeds mandatory for inheritance lands is being reviewed. These initiatives have been taken to reduce land-related cases and disputes.

He said this while speaking as the chief guest at a discussion titled 'Smart Bangladesh: Smart Land Service and Land Management Perspective' organized on the occasion of Land Service Week 2024 at Gymnasium Hall in Chattogram this morning. Chattogram Divisional Commissioner's Office and Chattogram District Administration jointly organized the event.

The land minister said development activities will not be sustainable if land management is not fair. Land is intertwined with human existence and land is associated with every development work. Smart land service is an important part of the Smart Bangladesh plan.

Addressing the land officials, he said, services have to be provided by treating the land service recipients well conduct. He further said that the class of agricultural land cannot be changed. There are clear instructions from the hon’ble Prime Minister in this regard. At the same time, the issue of river protection must be considered with importance.

Replying to a question from reporters at the venue, the land minister said the rules of the Land Crime Prevention and Redress Act are in the Law Ministry. After completing the necessary vetting process, the rules of the Land Crime Prevention and Redress Act will be issued right away it is sent from the Ministry of Law to the Ministry of Land. At the same time, in response to another question, the minister said that the land development tax system will be updated by next September next, and necessary steps are being taken in this regard.

The event, chaired by Chattogram District Administrator Abul Bashar Mohammad Fakhru Zzaman, was also attended by Chattogram Divisional Commissioner Md. Tofayel Islam, Additional Secretary of the Land Ministry Md. Emdadul Haque Chowdhury, Additional Divisional Commissioner of Chattogram Yasmin Parveen Tibriji, Additional Police Commissioner of Chattogram ASM Mahtab Uddin, Additional DIG of Chattogram Range Probir Kumar Roy as special guest.

Guests of honor present at that time were Deputy Commander of Bangladesh Muktijoddha Sangsad Chattogram Metropolitan Unit, heroic freedom fighter Mohammad Shahidul Haque Chowdhury, and Acting Commander of Chattogram District Unit, heroic freedom fighter AKM Sarowar Kamal.

After the speech of the chief guest, the Land Minister distributed prizes among the school students who won the quiz competition organized on the occasion of Land Service Week. He then handed over compensation cheques to those affected by land acquisition and copies of Record of Rights (Khatiyan) to the applicants.

On the occasion of Land Service Week, a total of 10 land service stalls have been set up in the Gymnasium premises. These include stalls of the Upazila/Circle Land Offices, as well as stalls related to land acquisition by the district administration, the record room, survey and settlement department of the Survey Department, and land registration department of the Registration Department. After the ending of the program, the minister visited these land service stalls. Earlier, he awarded the best team among the land service stalls.

Among others, heroic freedom fighters, land service recipients, land officials of different levels of Chattogram, civil society representatives, politicians, media representatives and people of different professions were present on the occasion.

The Land Service Week 2024, which started on June 8, 2024, will end on June 14, 2024.
