(ঢাকা, সোমবার, ২৩ অক্টোবর ২০২৩) ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী বলেছেন দক্ষ, স্বচ্ছ ও জবাবদিহি ভূমি ব্যবস্থাপনা দেশের অর্থনৈতিক প্রবৃদ্ধিতে গুরুত্বপূর্ণ ভূমিকা পালন করে।

আজ দুপুরে ঢাকার এক হোটেলে ভূমি মন্ত্রণালয়, আইন, বিচার ও সংসদ বিষয়ক মন্ত্রণালয় এবং বিশ্বব্যাংকের উদ্যোগে আয়োজিত ‘Integrated and Comprehensive Land Administration in Bangladesh’ (বাংলাদেশে সমন্বিত ও ব্যাপক ভূমি প্রশাসন) শীর্ষক দু-দিন ব্যাপী এক কর্মশালায় প্রধান অতিথি হিসেবে বক্তব্য প্রদান কালে তিনি এই কথা বলেন। ভূমি সচিব মোঃ খলিলুর রহমান এই সময় উপস্থিত ছিলেন।

ভূমিমন্ত্রী বলেন, দেশের সামগ্রিক অর্থনৈতিক উন্নয়নে ভূমি একটি আবশ্যিক উপাদান। এছাড়াও, ভূমি কেন্দ্রিক সমস্যা কমে গেলে মানুষের মূল্যবান সময় এবং অর্থ বেঁচে যাবে - যা অধিকতর উৎপাদনশীল কাজে ব্যয় করা যাবে। ব্যষ্টিক ও সামষ্টিক অর্থনীতি - দুই ক্ষেত্রে অগ্রগতিতেই দক্ষ ও টেকসই ভূমি ব্যবস্থাপনার গুরুত্বপূর্ণ ভূমিকা রয়েছে। প্রধানমন্ত্রী শেখ হাসিনা এজন্যই ভূমিসেবা ডিজিটাইজেশনকে এত গুরুত্ব দিয়েছেন।

সাইফুজ্জামান চৌধুরী আশা প্রকাশ করে বলেন, আইন, বিচার ও সংসদ বিষয়ক মন্ত্রণালয়ের আওতাভুক্ত ভূমি নিবন্ধন (রেজিস্ট্রেশন) ডিজিটাইজেশন দ্রুত শেষ করে, তা দেশব্যাপী ভূমি মন্ত্রণালয়ের আওতাভুক্ত নামজারির (মিউটেশন) সাথে আন্তঃসংযোগ করা গেলে মানুষের জন্য ভূমিসেবা গ্রহণ আরও মসৃণ হবে।

এসময়, বাংলাদেশ ডিজিটাল সার্ভে দেশব্যাপী শেষ হলে মাঠে গিয়ে জরিপের প্রয়োজনীয়তা থাকবেনা উল্লেখ করে ভূমিমন্ত্রী আরও বলেন, আমাদের উদ্দেশ্য জমি কেনার আগেই অনলাইনেই তাৎক্ষণিকভাবে ক্রেতা যেন জমির মালিকানা পরিবর্তনের ইতিহাস জানতে পারেন।

মন্ত্রী বলেন, এছাড়াও আমরা স্বপ্ন দেখছি যে এমন এক সিস্টেম স্থাপনের যেখানে ক্রেতা জমি ক্রয়ের সময় ডিজিটালি নিবন্ধন করার পরই যেন স্বয়ংক্রিয়ভাবে নামজারি, হোল্ডিং তৈরি হয়ে ভূমি উন্নয়ন কর নির্ধারণ হয় এবং একই সঙ্গে একক মালিকভিত্তিক খতিয়ান ও মৌজাম্যাপও যেন প্রস্তুত হয়ে যায় - মন্ত্রী বলেন।

মানুষ যেন ভূমি অফিসে না গিয়েই জমির মালিকানা পরিবর্তনের সব আইনি কার্যক্রম সম্পন্ন করতে পারেন - সেই ব্যবস্থা স্থাপনে আমরা কাজ করছি - মন্ত্রী যোগ করেন।

ভূমি সচিব বলেন, ইতোমধ্যে ভূমি অপরাধ প্রতিকার ও প্রতিরোধ আইনে জুডিশিয়াল কোর্টে মামলা হয়েছে। আমরা এসব পর্যবেক্ষণ করছি। এছাড়া এই আইনের বিধি প্রণয়নের কাজও দ্রুত এগিয়ে চলছে। তিনি বলেন, উত্তরাধিকারসূত্রে প্রাপ্য সম্পদের উপর নারীদের যথাযথ অধিকারের বিষয়টি খুব গুরুত্বের সাথে দেখা হচ্ছে।

কর্মশালায় প্রথমদিন বিশেষজ্ঞ আলোচকদের মধ্যে ছিলেন সাবেক সচিব ও ইন্টারন্যাশনাল লিজিং অ্যান্ড ফাইন্যান্সিয়াল সার্ভিসেস লিমিটেডের চেয়ারম্যান নজরুল ইসলাম খান, ভূমি মন্ত্রণালয়ের যুগ্মসচিব ড. মো: জাহিদ হোসেন পনির, বিপিএএ, বিশ্বব্যাংকের লিড ল্যান্ড অ্যাডমিনিস্ট্রেশন স্পেশালিষ্ট মিকা-পেটেরি টরহোনেন, বিশ্বব্যাংকের সিনিয়র ল্যান্ড অ্যাডমিনিস্ট্রেশন স্পেশালিস্ট ডং কিউ কোয়াক প্রমুখ।

কর্মশালায় অংশগ্রহণ করেন ভূমি মন্ত্রণালয় ও আইন, বিচার ও সংসদ বিষয়ক মন্ত্রণালয় এবং এসবের আওতাভুক্ত দপ্তর/সংস্থার কর্মকর্তাবৃন্দ, অর্থ মন্ত্রণালয়ের প্রতিনিধি কর্মকর্তা, ভূমি মন্ত্রণালয়ের ভূমিসেবা উন্নয়ন পরামর্শকবৃন্দ, মাঠ পর্যায়ে সরাসরি ভূমিসেবা প্রদানকারী ভূমি অফিস, সেটেলমেন্ট অফিস এবং নিবন্ধন অফিসের কর্মকর্তাবৃন্দ এবং ভূমিসেবা ডিজিটাইজেশন কার্যক্রমের ভেন্ডার প্রতিষ্ঠানে কর্মকর্তাবৃন্দ প্রমুখ।

প্রসঙ্গত, ভূমি ব্যবস্থাপনায় ডিজিটাইজেশনের ফলে ইতোমধ্যে অনেক অগ্রগতি সাধন হয়েছে। ডিজিটাইজেশনের কারণে নাগরিক সেবা বৃদ্ধি এবং সরকারের ভূমি ব্যবস্থাপনা অনেকটাই সহজতর হয়েছে। তবে, আগামী দিনের চ্যালেঞ্জ মোকাবেলা এবং নাগরিকের অনিস্পত্তিকৃত সমস্যা সমাধানে এখনো অনেক উদ্যোগ গ্রহণ করতে হবে। এর মধ্যে উত্তরাধিকারসূত্রে মালিকানা সংশোধন, জমির মূল্য নির্ধারণ, ভূমি ব্যবস্থাপনা সিস্টেমের আধুনিকায়ন, নবায়নযোগ্য শক্তি বিষয়ে এই কর্মশালায় উপস্থাপনা এবং আলোচনা করা হচ্ছে। আগামী ২৫ অক্টোবর ২০২৩ তারিখ কর্মশালার দ্বিতীয় দিনের কার্যক্রম হবার কথা রয়েছে।

(Dhaka, Monday, 23 October 2023) Land Minister Saifuzzaman Chowdhury said efficient, transparent, and accountable land management plays an important role in the country's economic growth.

He was speaking as the chief guest at a two-day workshop on 'Integrated and Comprehensive Land Administration in Bangladesh' organized by the Ministry of Land, Ministry of Law, Justice and Parliamentary Affairs, and the World Bank at a hotel in Dhaka this today. Land Secretary Md. Khalilur Rahman was present this time.

The land minister said that land is an essential element in the overall economic development of the country. Also, reducing land concentration issues will save valuable human time and money – which can be spent on more productive activities. Efficient and sustainable land management plays an important role in progress in both the macro and micro economy. This is why Prime Minister Sheikh Hasina has given so much importance to the digitization of land services.

Saifuzzaman Chowdhury expressed hope that if the land registration under the jurisdiction of the Ministry of Law, Justice and Parliamentary Affairs is completed quickly, it will be interconnected with the Land Ministry’s Mutation nationwide. At the same time, when the Bangladesh digital survey is completed nationwide, there will be no need to go to the field, and the land minister said, Our aim is to let the buyer know the history of land ownership changes online before buying land.

The minister said, We are also dreaming of setting up a system where the land development tax is determined automatically after the buyer registers digitally at the time of land purchase. We are working on setting up a system so that people can complete all legal procedures for changing land ownership without going to the land office - added the minister.

The Land Secretary said that cases have already been filed in the Judicial Court under the Land Crime Prevention and Redress (or Remedy) Act. We are observing these. Apart from this, the work of making the rules of this law is also progressing rapidly. He said, the issue of women's proper rights over inherited wealth is being addressed at very seriously.

Former Secretary and Chairman of International Leasing and Financial Services Limited, Nazrul Islam Khan; Joint Secretary of the Ministry of Land, Dr. Md. Jahid Hossain Panir; BPAA; World Bank Lead Land Administration Specialist, Mika-Petteri Törhönen; and World Bank Senior Land Administration Specialist, Dong Kyu Kwak, among others, were present on the first day of the workshop as key presenters and discussants.

In the workshop, officials from the Ministry of Land and the Ministry of Law, Justice, and Parliamentary Affairs, along with their subordinate offices/agencies; representative officials from the Ministry of Finance; Land Service Development Consultants from the Ministry of Land; officials from the Land Office, Settlement Office, and Registration Office directly involved in providing land services at the field level; and officials from the vendor organization responsible for land service digitization activities were present as participants.

It's worth noting that significant progress has already been achieved through digitization in land management. Digitization has greatly facilitated the improvement of civic services and land management within the government. However, there are still many initiatives to be undertaken to address the challenges of the future and resolve the outstanding issues faced by citizens. These initiatives include presentations and discussions on topics such as land disputes and inheritance, land valuation and property taxation, modernization of the Land Administration System, access to land for renewable energy investments, and affordable housing. The second day of the workshop is scheduled to take place on October 25, 2023.
