টিম হিসেবে কাজ করে স্মার্ট ভূমিসেবা বাস্তবায়ন করা হবে - ভূমিমন্ত্রী নারায়ন চন্দ্র চন্দ

(ঢাকা, রবিবার, ১৪ জানুয়ারি ২০২৪) ভূমিমন্ত্রী নারায়ন চন্দ্র চন্দ বলেছেন, ভূমি মন্ত্রণালয় ও এর আওতাভুক্ত দপ্তর/সংস্থায় কর্মরত আমরা সবাই একটা টিম হিসেবে কাজ করে প্রধানমন্ত্রীর পরিকল্পিত ইশতেহারের অংশ স্মার্ট ভূমি ব্যবস্থাপনা বাস্তবায়নে কাজ করব।

আজ রবিবার সকালে সচিবালয়ে ভূমি মন্ত্রণালয়ের সভাকক্ষে মন্ত্রণালয়ের কর্মকর্তা-কর্মচারীদের সাথে পরিচিতি ও মন্ত্রণালয়ের কার্যক্রমের বিষয়ে অবহিতকরণ সভার পর সাংবাদিকদের সাথে এক মিট-দ্যা-প্রেসে ভূমিমন্ত্রী নারায়ন চন্দ চন্দ্র এই কথা বলেন। এসময় ভূমি সচিব মোঃ খলিলুর রহমান উপস্থিত ছিলেন।

সভায় অন্যান্যদের মধ্যে আরও উপস্থিত ছিলেন, ভূমি আপীল বোর্ডের চেয়ারম্যান এ কে এম শামিমুল হক, ভূমি সংস্কার বোর্ডের চেয়ারম্যান মোঃ আব্দুস সবুর মন্ডল, ভূমি রেকর্ড ও জরিপ অধিদপ্তরের মহাপরিচালক আনিস মাহমুদ, ভূমি মন্ত্রণালয়ের সকল অতিরিক্ত সচিব সহ বিভিন্ন পর্যায়ের কর্মকর্তা-কর্মচারীবৃন্দ।

এর আগে বক্তব্যের শুরুতেই নারায়ন চন্দ্র চন্দ মহান স্রষ্টার কাছে ধন্যবাদ জ্ঞাপন করেন এবং হাজার বছরের শ্রেষ্ঠ বাঙালি জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমান ও জাতীয় মুক্তির ঐতিহাসিক সংগ্রামের সকল শহিদের প্রতি গভীর শ্রদ্ধা জানান। একইসাথে বেগম শেখ ফজিলাতুন্নেছা মুজিবসহ পনেরই আগস্টের সকল শহিদ, পঁচাত্তর সালের ৩রা নভেম্বর কারাগারের অভ্যন্তরে নিহত জাতীয় চার নেতা এবং দেশের গণতান্ত্রিক আন্দোলনে আত্মদানকারী সকলের প্রতিও শ্রদ্ধা জানান নতুন ভূমিমন্ত্রী।

ভূমিমন্ত্রী নারায়ন চন্দ্র চন্দ মিট-দ্যা-প্রেসে আরও বলেন, স্মার্ট ভূমিসেবা বাস্তবায়নে আমরা সকল অংশীজনের সহায়তা চাই। বাংলাদেশের প্রতিটি মানুষ প্রত্যক্ষ এবং পরোক্ষভাবে ভূমির সাথে জড়িত এজন্য টেকসই ও স্মার্ট ভূমি ব্যবস্থাপনা গড়ে তুলতে নাগরিক অংশগ্রহণের বিকল্প নেই।

ভূমি মন্ত্রণালয়কে একটি ‘চ্যালেঞ্জিং’ মন্ত্রণালয় হিসেবে বর্ণনা করে নতুন ভূমিমন্ত্রী বলেন, আমরা পরিকল্পনাসমূহ পর্যালোচনা করব এবং কিভাবে এগিয়ে গেলে ভূমি বিষয়ে প্রধানমন্ত্রীর পরিকল্পনাসমূহ দ্রুত টেকসইভাবে বাস্তবায়ন করা যাবে তা পরীক্ষা করে সেভাবেই কাজ করব।

ভূমিসেবা ডিজিটাইজেশন বাস্তবায়ন ও ভূমি বিষয়ক গুরুত্বপূর্ণ নতুন আইন প্রণয়নে সাবেক ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরীর নেতৃত্বের সাধুবাদ জানিয়ে নতুন ভূমিমন্ত্রী বলেন, তিনি অনেক উদ্যোগী ছিলেন এবং অনেকটা ‘রিলিজিয়াসলি’ (ধারাবাহিক ও নিয়মতান্ত্রিকভাবে) ভূমিসেবা ডিজিটাইজেশনের কাজ এগিয়ে নিয়ে গিয়েছেন। তিনি যে পর্যন্ত অগ্রগতি রেখে গিয়েছেন আমরা তা আরও সামনের দিকে এগিয়ে নিয়ে যাব।

সাংবাদিকরা জাতির বিবেক ও সমাজের দর্পণ উল্লেখ করে ভূমিমন্ত্রী বলেন কোথাও অনিয়ম হলে তা আপনারা তুলে ধরবেন, ভালো কাজ হলেও তাও তুলে ধরবেন। আমরা আপনাদের সহযোগিতা চাই, এতে আমাদের কাজের গতি আরও বাড়বে

ভূমি অফিসে হয়রানি প্রসঙ্গে এক সাংবাদিকের প্রশ্নের উত্তরে ভূমিমন্ত্রী বলেন, যেকোনো ধরণের নাগরিক হয়রানির বিরুদ্ধে আমরা শক্ত অবস্থানে থাকব। এছাড়া আমরা ডিজিটাইজেশন পরিকল্পনা এমনভাবে করছি যেখানে সিস্টেমই হয়রানির সুযোগ না দেয়। দুর্নীতি সংশ্লিষ্ট আরেকটি প্রশ্নের উত্তরে ভূমিমন্ত্রী বলেন, আমি নিজে পরিচ্ছন্ন ভাবে কাজ করব, আমি আশাকরি ভূমি মন্ত্রণালয় ও এর আওতাভুক্ত সকল দপ্তর/সংস্থায় কর্মরত আমার সহকর্মী সবাই পরিচ্ছন্ন ভাবে কাজ করবেন - এর ব্যত্যয় হলে প্রচলিত আইনে বিচারের আওতায় আসতে হবে।

Smart land services will be implemented by working as a team - Land Minister Narayon Chandra Chanda

(Dhaka, Sunday, January 14, 2024) Land Minister Narayon Chandra Chanda said all of us working in the Ministry of Land and its offices and agencies will work as a team to implement smart land management which is a part of the Prime Minister's planned manifesto.

Minister of Land Narayon Chandra Chanda said this in a meet-the-press meeting with journalists after the meeting with the officials and employees on Introductory meeting and briefing on activities of the Ministry in the meeting room of the Ministry of Land at the Secretariat on Sunday morning. Land Secretary Md. Khalilur Rahman was present at the time.

Among others, Chairman of Land Appeal Board AKM Shamimul Haque, Chairman of Land Reform Board Md. Abdus Sabur Mondal, Director General of Land Record and Survey Department Anis Mahmud, all Additional Secretaries of the Ministry of Land and various level officials and employees were present in the meeting.

At the outset of his speech, Narayon Chandra Chanda expressed his gratitude to the great creator and paid glowing tributes to Father of the Nation Bangabandhu Sheikh Mujibur Rahman, the greatest Bengali of all times and all the martyrs of the historic struggle for our national liberation. At the same time, the new land minister also paid tribute to all the martyrs of August 15, including Begum Sheikh Fazilatunnesa Mujib, four national leaders who died in prison on November 3, 1975, and all those who sacrificed themselves in the country's democratic movement.

Land Minister Narayon Chandra Chanda also said in Meet-the-Press, "We want the support of all stakeholders to implement smart land services. Every person of Bangladesh is directly and indirectly involved with the land, so there is no alternative to citizen participation to build sustainable and smart land management.

Describing the land ministry as a 'challenging' ministry, the new land minister said, "We will review the plans and check how the Prime Minister's plans on land can be implemented quickly and sustainably and then will work accordingly"

Appreciating the leadership of former land minister Saifuzzaman Chowdhury in implementing the digitization of land services and formulating important new laws related to land, the new land minister said he was very zealous and took forward the work of digitization of land services in a very 'religious' (continuous and systematic way). We will continue to carry forward the progress he has made.

Mentioning that journos are the conscience of the nation and the mirror of the society, the land minister said, "If there are irregularities anywhere, please highlight it, if there is good works, highlight it too. We need your cooperation; it will speed up our work.

Responding to a journalist's question about harassment in the land office, the land minister said, "We will be strict against any kind of citizen harassment." Besides, we are planning digitization in such a way that the system does not allow harassment. In response to another question related to corruption, the land minister said, "I myself will work in a clean way, I hope that all my colleagues working in the Ministry of Land and all the departments/organizations under its purview will work cleanly - if they fail, they will be prosecuted according to the existing law.
