সম্প্রতি জাতীয় দৈনিকে প্রকাশিত দুর্নীতি সংশ্লিষ্ট অভিযোগ বিষয়ে ভূমি মন্ত্রণালয়ের বিবৃতি

(ঢাকা, মঙ্গলবার, ২৯ আগস্ট ২০২৩) সংবাদ পর্যালোচনার দৈনন্দিন কার্যক্রম পরিচালনা করার সময় বাংলাদেশের এক জাতীয় দৈনিক পত্রিকায় সম্প্রতি (গত বৃহস্পতিবার, ২৪ আগস্ট ২০২৩ তারিখ) প্রকাশিত 'কুতুব অধ্যায়ের পর আলোচনায় পনির, ভূমি মন্ত্রণালয়ে দুর্নীতি' শিরোনামে একটি সংবাদ প্রতিবেদন ভূমি মন্ত্রণালয়ের দৃষ্টিগোচর হয়। উল্লিখিত প্রতিবেদনে যা দাবী করা হয়েছে তা সত্য নয় বলে প্রতীয়মান হয়। এজন্য, স্বচ্ছতা ও জবাবদিহি সমুন্নত রাখার স্বার্থে উপরোক্ত সংবাদ নিবন্ধে উল্লিখিত বিষয়বস্তুর ব্যাপারে ব্যাখ্যা দেওয়া যুক্তিসঙ্গত বলে ভূমি মন্ত্রণালয় মনে করে।

প্রযুক্তি জ্ঞানসম্পন্ন এবং নলেজ ম্যানেজমেন্ট বিষয়ে পিএইচডি ডিগ্রীধারী একজন উচ্চমানের পেশাদার প্রশিক্ষক ড. মো. জাহিদ হোসেন পনির, বিপিএএ, ২০২১ সালের ফেব্রুয়ারি মাসে ভূমি মন্ত্রণালয়ে যোগদান করেন। এ কর্মকর্তার কাজের দক্ষতা ও সুনামের কারণে তৎকালীন ভূমি সচিব তাকে ভূমি মন্ত্রণালয়ের ডিজিটাইজেশন, নলেজ ম্যানেজমেন্ট ও পারফরমেন্স (ডিকেএমপি) অনুবিভাগের দায়িত্ব প্রদান করেন। ডিকেএমপি অনুবিভাগ সরকারের অন্যতম প্রতিশ্রুতি ‘ডিজিটাল বাংলাদেশ’-এর আওতাভুক্ত ভূমিসেবা ডিজিটাইজেশন কার্যক্রম বাস্তবায়নে সরাসরি সমন্বয়ের মত অত্যন্ত গুরুত্বপূর্ণ কাজ করে থাকে।

ভূমি মন্ত্রণালয়ের ঊর্ধ্বতন কর্তৃপক্ষের যথাযথ দিকনির্দেশনায় যুগ্ম সচিব ড. মো. জাহিদ হোসেন পনির, বিপিএএ-এর তত্ত্বাবধানে ভূমিসেবা ডিজিটাইজেশন কার্যক্রমের সার্বিক সমন্বয়ের পাশাপাশি ডিজিটাল সেবা প্রদানে সারাদেশে কর্মরত প্রায় ১০ হাজার কর্মকর্তা-কর্মচারী ও অন্যান্য অংশীজনের প্রত্যক্ষ ও পরোক্ষ প্রশিক্ষণেও যুগান্তকারী ও গুণগত পরিবর্তন আনা হয়েছে। ডিজিটাল ভূমিসেবা প্রদানকারী কর্মকর্তাদের ডিজিটাল ভূমিসেবা বিষয়ে দক্ষ করে গড়ে তোলা এবং প্রেষণা প্রদানের লক্ষ্যে কয়েকটি প্রতিষ্ঠানের সাথে সমঝোতা স্বারকও স্বাক্ষরিত হয়েছে এ কর্মকর্তার আন্তরিক প্রচেষ্টার কারণে।

পরিসেবা কাঠামো উন্নয়নের পাশাপাশি প্রশিক্ষণের মাধ্যমে দক্ষ মানবসম্পদ উন্নয়ন অত্যন্ত জরুরী একটি বিষয়। তবে এই প্রশিক্ষণের অংশ সেমিনার/সিম্পেজিয়াম/ওয়ার্কশপের নামে ২ কোটি ১০ লক্ষ টাকা আত্মসাৎ সংশ্লিষ্ট সংবাদে উল্লিখিত অভিযোগ পুরোপুরি অবাস্তব বলে প্রতীয়মান। কারণ ২০২২-২৩ অর্থবছরে ভূমি মন্ত্রণালয়ের সচিবালয় অংশে সেমিনার/সিম্পেজিয়াম/ওয়ার্কশপের জন্য বরাদ্দই ছিল মাত্র ২৯ লক্ষ ৮০ হাজার টাকা, এর মধ্যে কেবল ৬ লক্ষ ২৭ হাজার ৭৬০ টাকা যথাযথ কর্তৃপক্ষের অনুমোদনক্রমে এ খাতে ব্যয় হয়।

প্রসঙ্গত, বিগত দুই বছরে ভূমি মন্ত্রণালয় বিভিন্ন সেবা উন্নয়নের স্বীকৃতিস্বরূপ কয়েকটি আন্তর্জাতিক ও জাতীয়  পুরস্কারে ভূষিত হয়েছে। এর পেছনে যারা কাজ করেছে তার অন্যতম সদস্য উল্লিখিত কর্মকর্তা। উল্লেখ্য, তাঁর একাগ্রতা, সততা, নিষ্ঠা এবং অক্লান্ত পরিশ্রমের মাধ্যমে ভূমি মন্ত্রণালয়ে তাঁর অধিক্ষেত্রে শুদ্ধাচার প্রতিষ্ঠায় ভূমিকা রাখায় তাঁকে সরকার ২০২১-২২ অর্থবছরে জাতীয় শুদ্ধাচার পুরস্কার প্রদান করে। এর আগে ডিজিটাল বাংলাদেশ প্রতিষ্ঠায় জনসেবায় বিশেষ অবদানের স্বীকৃতিস্বরূপ সরকার এ কর্মকর্তাকে ২০১৬ সালে প্রথমবারের মতো 'জনপ্রশাসন পদক' প্রদান করেন।

ভূমি মন্ত্রণালয় মনে করে ২ কোটি ১০ লক্ষ টাকা আত্মসাৎ বিষয়ের সংবাদে প্রকাশিত কথিত অভিযোগ বাস্তবতাবর্জিত ও উদ্দেশ্যপ্রণোদিত। এছাড়া, প্রতিবেদনে বিকৃত ছবি ব্যবহার করা এবং দুর্নীতির দায়ে দণ্ডপ্রাপ্ত আলোচিত ব্যক্তির সাথে তুলনা করে কৃত সংবাদ শিরোনামটি সাংবাদিকতার নৈতিকতা এবং মানদণ্ডের সাথে সাংঘর্ষিক।

উপরন্তু, উল্লিখিত সংবাদ প্রকাশের পূর্বে ভূমি মন্ত্রণালয়ের তদসংশ্লিষ্ট ঊর্ধ্বতন কর্মকর্তার বক্তব্য গ্রহণও সমীচীন ছিল, যা করা হয়নি। এ ধরণের কোনো সংবাদ প্রকাশের ব্যাপারে উত্তম চর্চা ও পেশাদার সাংবাদিকতায় বিশ্বাসী গণমাধ্যম সর্বদা দায়িত্বশীলতার পরিচয় দেয় মর্মে ভূমি মন্ত্রণালয় বিশ্বাস করে।

//Statement of the Ministry of Land regarding the corruption-related allegations published in a National Daily recently//

During the daily news review, a news report published recently (last Thursday, 24 August 2023) in a national daily newspaper of Bangladesh titled 'Panir in Discussion After Kutub Chapter, Corruption in Land Ministry' drew the Ministry of Land's attention. It appears that the claims made in the said report are not true. Therefore, in the interest of maintaining transparency and accountability, the Ministry of Land finds it reasonable to provide an explanation regarding the content mentioned in the above news article.

Md Jahid Hossain Panir, BPAA, a highly skilled professional trainer with technical knowledge and a PhD in knowledge management, joined the Ministry of Land in February 2021. Due to his work efficiency and reputation, the then land secretary entrusted him with the responsibility of the Digitization, Knowledge Management, and Performance (DKMP) wing of the Ministry of Land. The DKMP wing plays a crucial role in directly coordinating the implementation of land service digitization programs under the Government's pledge of 'Digital Bangladesh'.

Under the guidance of the higher authorities of the Ministry of Land, Joint Secretary Dr Md Jahid Hossain Panir, BPAA, has led groundbreaking and qualitative changes in the direct and indirect training of approximately 10,000 officers, employees, and other stakeholders across the country, providing digital services. Thanks to the sincere efforts of this officer, MOUs have been signed with some organizations to skillfully motivate digital land service providers in the field of digital land services.

Skilled human resource development through training along with service structure development is very important. However, the allegation mentioned in the news regarding the embezzlement of Tk 2 crore 10 lakh in the name of seminars/symposiums/workshops as part of this training appears to be completely untrue. In the financial year 2022-23, the allocation for seminars/symposiums/workshops in the secretariat part of the land ministry was only Tk 29 lakh 80 thousand, out of which only Tk 6 lakh 27 thousand 760 was spent in this sector with the approval of the appropriate authorities.

Noted, over the last two years, the Ministry of Land has received several international and national awards in recognition of the development of various services. The mentioned officer is one of the contributors behind these achievements. It's worth noting that the government awarded him the National Shuddhachar Award in the financial year 2021-22 for his role in establishing good governance in his jurisdiction in the Ministry of Land through his concentration, honesty, devotion, and tireless work. Earlier, in recognition of his special contribution to public service in the establishment of Digital Bangladesh, the government awarded him the Public Administration Award for the first time in 2016.

The Ministry of Land believes that the alleged allegations published in the news regarding the embezzlement of Tk 2 crore 10 lakhs are untrue and purposeful. Furthermore, the use of distorted images in the report and the headline comparing the celebrity convicted of corruption is against the ethics and standards of journalism.

Furthermore, it would have been prudent to seek a statement from the concerned senior official of the Ministry of Land before publishing the said news, a step that was unfortunately not taken. The Ministry of Land considers that the media, which believes in best practice and professional journalism, always shows responsibility in publishing any news such as this.
