(বরিশাল, শনিবার, ২২ জুন, ২০২৪) ভূমিমন্ত্রী নারায়ন চন্দ্র চন্দ বলেছেন, আমরা পদ্ধতিগত (সিস্টেম) পরিবর্তনের মাধ্যমে দুর্নীতি নির্মূলের লক্ষ্যে এগিয়ে চলেছি। এই উদ্যোগ স্মার্ট বাংলাদেশ গঠনের পথে একটি গুরুত্বপূর্ণ পদক্ষেপ।

আজ শনিবার বরিশাল জেলা প্রশাসকের কার্যালয়ের সভাকক্ষে ভূমি রেকর্ড ও জরিপ অধিদপ্তরের আয়োজনে অনুষ্ঠিত জনবান্ধব ডিজিটাল জরিপ বিষয়ক কর্মশালা ও অংশীজনের সাথে এক মতবিনিময় সভায় ভূমিমন্ত্রী এ কথা বলেন।

ভূমিমন্ত্রী আরও বলেন, ভূমি ব্যবস্থাপনার স্মার্ট ডিজিটালাইজেশন বৈধ মালিকদের স্বার্থ সংরক্ষণ করবে। এটি অবৈধ দখল রোধ করার পাশাপাশি অসৎ উপায়ে অর্জিত অর্থে ভূমি ক্রয়ের প্রচেষ্টাও প্রতিহত করবে।

প্রধানমন্ত্রীর দুর্নীতির বিরুদ্ধে 'জিরো টলারেন্স' নীতির প্রসঙ্গ টেনে মন্ত্রী বলেন, আমরা জাতীয় পরিচয়পত্র (এনআইডি) ব্যবস্থাকে ভূমি মালিকানা ব্যবস্থাপনার সাথে সংযুক্ত করার পরিকল্পনা করেছি। এই উদ্যোগ সফল হলে ভূমি সংক্রান্ত অপরাধ প্রবণতা উল্লেখযোগ্যভাবে হ্রাস পাবে।

ভূমি মন্ত্রণালয় জনসচেতনতা বৃদ্ধির লক্ষ্যে বিভিন্ন পদক্ষেপ গ্রহণ করেছে জানিয়ে মন্ত্রী আরও বলেন, সচেতন নাগরিকই স্মার্ট নাগরিক। স্মার্ট নাগরিকরা তাদের অধিকার সম্পর্কে সচেতন থাকেন। নাগরিকদের সচেতনতা বৃদ্ধি পেলে দূর্নীতি অনেকাংশেই হ্রাস পাবে।

অনুষ্ঠানে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন ভূমি রেকর্ড ও জরিপ অধিদপ্তরের মহাপরিচালক আনিস মাহমুদ এবং ভূমি মন্ত্রণালয়ের অতিরিক্ত সচিব জিয়াউদ্দীন আহমেদ। বরিশালের বিভাগীয় কমিশনার মো: শওকত আলীর সভাপতিত্বে অনুষ্ঠানে অতিরিক্ত বিভাগীয় কমিশনার (রাজস্ব) মোঃ আহসান হাবীব, ভূমি রেকর্ড ও জরিপ অধিদপ্তরের পরিচালক মোঃ মোমিনুর রশীদ, বরিশালের জেলা প্রশাসক শহিদুল ইসলাম, বরিশালের জোনাল সেটেলমেন্ট অফিসার মৃধা মো: মোজাহিদুল ইসলাম, অতিরিক্ত জেলা প্রশাসক, চার্জ অফিসার, উপজেলা নির্বাহী অফিসার, সহকারী কমিশনার (ভূমি) এবং ভূমি প্রশাসনের অন্যান্য মাঠ পর্যায়ের কর্মকর্তাবৃন্দ উপস্থিত ছিলেন।

অন্যান্যদের মধ্যে বরিশাল জেলা আওয়ামী লীগের সাধারণ সম্পাদক ও সাবেক সংসদ সদস্য বীর মুক্তিযোদ্ধা তালুকদার মোঃ ইউনুসসহ আরও উপস্থিত ছিলেন স্থানীয় গণ্যমান্য ব্যক্তিবর্গ, সুধীজন, অংশীজন, গণমাধ্যম এবং নাগরিক সমাজের প্রতিনিধিরা।

উল্লেখ্য, নারায়ণগঞ্জ সিটি কর্পোরেশনসহ চট্টগ্রাম, রাজশাহী সিটি কর্পোরেশন, মানিকগঞ্জ পৌরসভা এবং ধামরাই ও কুষ্টিয়া সদর উপজেলায় ইডিএলএমএস (এস্টাব্লিশমেন্ট অব ডিজিটাল ল্যান্ড ম্যানেজমেন্ট সিস্টেম) প্রকল্পের অধীনে বাংলাদেশ ডিজিটাল সার্ভে কার্যক্রম চলমান রয়েছে। দক্ষিণ কোরীয় সহায়তায় জিএনএসএস, টোটাল সার্ভে সিস্টেম, ড্রোন, ওরাকল ডাটা ও জিআইএস সফটওয়্যারসহ অত্যাধুনিক প্রযুক্তি ব্যবহারের মাধ্যমে এই প্রকল্প বাস্তবায়িত হচ্ছে। এর পাশাপাশি আরও একটি প্রকল্পের মাধ্যমে দেশের আরও ৩২টি উপজেলায় বিডিএস (বাংলাদেশ ডিজিটাল সার্ভে) অপারেশন শীগগির শুরু করা হবে।

/Smart land management will thwart attempts to acquire land through dishonest means - Land Minister/

(Barisal, Saturday, June 22, 2024) Land Minister Narayon Chandra Chanda said, we are moving forward with the goal of eradicating corruption through systematic changes. This initiative is an important step towards building a Smart Bangladesh.

The Land Minister said this today, Saturday, at a workshop on people-friendly digital surveys and an view-exchange meeting with stakeholders, organized by the Department of Land Records and Survey at the conference room of District Commissioner's office in Barisal.

The Land Minister further said, smart digitalization of land management will protect the interests of legitimate owners. It will prevent illegal occupation as well as thwart attempts to purchase land with illicitly acquired money.

Referring to the Prime Minister's 'Zero Tolerance' policy against corruption, the Minister said, we have planned to link the National ID (NID) system with land ownership management. If this initiative is successful, the tendency for land-related crimes will significantly decrease.

Informing that the Ministry of Land has taken various steps to increase public awareness, the Minister added, a conscious citizen is a smart citizen. Smart citizens are aware of their rights. As citizens' awareness increases, corruption will be greatly reduced.

Special guests at the event included Anis Mahmud, Director General of the Land Records and Survey Department, and Ziauddin Ahmed, Additional Secretary of the Ministry of Land. Also present were Md. Shawkat Ali, Divisional Commissioner of Barisal as chair; Md. Ahsan Habib, Additional Divisional Commissioner (Revenue); Md. Mominur Rashid, Director of Land Records and Survey Department; Shahidul Islam, Deputy Commissioner of Barisal; Mridha Md. Mozahidul Islam, Zonal Settlement Officer of Barisal; Additional Deputy Commissioners, Charge Officers, Upazila Nirbahi Officers, Assistant Commissioners (Land), and other field-level officials of the land administration.

Among others, heroic freedom fighter Talukder Md. Yunus, General Secretary of Barisal District Awami League and former Member of Parliament, along with local dignitaries, intellectuals, stakeholders, media, and civil society representatives were present.

Note, Bangladesh Digital Survey program is ongoing under the EDLMS (Establishment of Digital Land Management System) project in Narayanganj City Corporation, Chattogram, Rajshahi City Corporation, Manikganj Municipality, and Dhaka's Dhamrai and Kushtia Sadar Upazilas. This project is being implemented using cutting-edge technology including GNSS, Total Survey System, Drones, Oracle Data, and GIS software with South Korean assistance. Additionally, BDS (Bangladesh Digital Survey) operations will soon be launched in 32 more upazilas of the country through another project.
