২০২১ নাগাদ ৪৪ লক্ষের অধিক ই-নামজারি আবেদন নিষ্পত্তি

(ঢাকা, শনিবার, ১৮ ডিসেম্বর ২০২১) এ বছরের (২০২১) ডিসেম্বর নাগাদ প্রক্রিয়াধীন আবেদন সহ সর্বমোট ৫৫ লক্ষ ৭৪ হাজার ৭৩৪টি ই-নামজারি আবেদন অনলাইনে পাওয়া যায় এবং ৪৪ লক্ষ ১৪ হাজার ৩১৯টি আবেদন নিষ্পত্তি হয়েছে। এর মধ্যে ২০২০-২১ অর্থ বছরে প্রায় ২২ লক্ষ ই -নামজারি আবেদনের মধ্যে ১৯ লক্ষ আবেদন নিষ্পত্তি হয়েছে। প্রতিবছর গড়ে ২২ লক্ষ নামজারি আবেদন করা হয়।

ক্রয়সূত্রে বা উত্তরাধিকার সূত্রে অথবা যেকোন সূত্রে জমির নতুন মালিক হলে নতুন মালিকের নাম সরকারি খতিয়ানভুক্ত করার প্রক্রিয়াকে নামজারী বলা হয়। ভূমি জরিপকালে ভূমি মালিকের মালিকানা নিয়ে যে বিবরণ প্রস্তুত করা হয় তাকে “খতিয়ান” বলে।

ই-নামজারি সহ অন্যান্য সব ভূমিসেবা ডিজিটালাইজেশন কার্যক্রম মূলত প্রধানমন্ত্রী শেখ হাসিনার বিশেষ উদ্যোগ ‘ডিজিটাল বাংলাদেশ’-এর একটি অংশ। ই-নামজারি কার্যক্রম ১ ফেব্রুয়ারি ২০১৭ তারিখ বাংলাদেশের ৭টি উপজেলায় পাইলট আকারে শুরু করা হয়েছিল।

প্রসঙ্গত, গত সোমবার, ১৩ ডিসেম্বর ২০২১ তারিখ ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী দুবাইতে জাতিসংঘের এক অনুষ্ঠানে ভূমি মন্ত্রণালয়ের পক্ষে জাতিসংঘ পাবলিক সার্ভিস অ্যাওয়ার্ড-২০২০ গ্রহণ করেন। ভূমি মন্ত্রণালয় জাতিসংঘ পাবলিক সার্ভিস অ্যাওয়ার্ড প্রাপ্ত যেকোনো পর্যায়ে বাংলাদেশের প্রথম সংস্থা/প্রতিষ্ঠান।

 ভূমিসেবা সহজিকরণের লক্ষ্যে ২৫ জুলাই ২০১৭ তারিখ প্রধানমন্ত্রীর কার্যালয়ের সম্মেলন কক্ষে অনুষ্ঠিত এক সভায় ভূমি ব্যবস্থাপনায় চলমান উদ্যোগসমূহ পর্যালোচনা করা হয়। ওই সভায় পাইলট আকারে গৃহীত ই-নামজারি সিস্টেমটি পর্যবেক্ষণ-পূর্বক প্রধানমন্ত্রীর তথ্য ও যোগাযোগ প্রযুক্তি বিষয়ক উপদেষ্টা সজীব আহমেদ ওয়াজেদ দ্রুত সারা দেশে ই-নামজারি বাস্তবায়নের নির্দেশনা প্রদান করেন। সে অনুযায়ী ভূমি মন্ত্রণালয়ের তত্ত্বাবধানে ভূমি সংস্কার বোর্ড উপজেলা ও ইউনিয়ন ভূমি অফিসে হার্ডওয়্যার সরবরাহসহ কানেক্টিভটি নিশ্চিত করে এবং এটুআই প্রশিক্ষক-প্রশিক্ষণ ও ব্যবহারকারী প্রশিক্ষণে আর্থিক ও কারিগরি সহায়তা প্রদান করে।

ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী সার্বিক দিকনির্দেশনায় গত ১ জুলাই ২০১৯ হতে সারাদেশে একযোগে শতভাগ ই-নামজারি বাস্তবায়ন শুরু হয়। বর্তমানে তিনটি পার্বত্য জেলা বাদে, বর্তমানে উপজেলা ভূমি অফিস ও সার্কেল অফিসে এবং ইউনিয়ন ভূমি অফিস ই-নামজারি চালু রয়েছে। মুজিব শতবর্ষ উদযাপন উপলক্ষে ১৭ মার্চ ২০২০ হতে ম্যানুয়াল আবেদন গ্রহণ বন্ধ করা হয়েছে। আইসিটি বিভাগ এবং এটুআই প্রকল্পের সার্বিক সহায়তায় ভূমি সংস্কার বোর্ডের মাধ্যমে অন্যান্য ভূমিসেবা ডিজিটালাইজেশনের সাথে ই-নামজারিও বাস্তবায়ন করা হচ্ছে।

প্রচলিত বিধান অনুযায়ী জনগণকে ভূমি অফিসে গিয়ে মিউটেশনের আবেদন করতে হতো। এতে জনগণের সময়, অর্থ ও যাতায়াতে অনেক ব্যয় হতো। এখন কেন্দ্রীয় ভূমিসেবা কাঠামো land.gov.bd এর মাধ্যমে সহজেই নামজারি নাগরিক আবেদন করতে পারছেন।

ব্যক্তি আবেদনে বা এলটি নোটিশ প্রাপ্তির পর সাধারণ ক্ষেত্রে সর্বোচ্চ ২৮ কার্য দিবস, প্রবাসী বাংলাদেশি নাগরিকদের জন্য মহানগরীর জন্য ০৯ কার্য দিবস ও অন্যান্য ক্ষেত্রে ১২ কার্য দিবস এবং নির্দিষ্ট কয়েকটি জেলার বিনিয়োগবান্ধব শিল্প ও বাণিজ্যিক প্রতিষ্ঠানের জন্য ০৭ দিনের মধ্যে নামজারি সেবা পাওয়া যাচ্ছে। এছাড়াও সাধারণ ক্ষেত্রে ১০ কার্যদিবসের মধ্যে বীর মুক্তিযোদ্ধাগণ জমির নামজারি সেবা পাচ্ছেন। এছাড়া, নামজারি আরও সহজ করতে দলিল মূলে নামজারি ও অনলাইনে নামজারি ফি প্রদানের ব্যবস্থা স্থাপনেরও উদ্যোগ নিয়েছে ভূমি মন্ত্রণালয়। ভূমি মন্ত্রণালয়ের স্লোগান 'হাতের মুঠোয় ভূমিসেবা'-এর ধারাবাহিকতায় নাগরিকগণ তাঁদের দোরগোড়ায় কম সময়ে, কম অর্থ খরছে এবং কম যাতায়াত করেই ভূমিসেবা পাচ্ছেন।

উল্লেখ্য, গত ১৬ জুন, ২০২০ তারিখে জাতিসংঘ আনুষ্ঠানিকভাবে জাতিসংঘ পাবলিক সার্ভিস অ্যাওয়ার্ড-২০২০ বিজয়ী উদ্যোগের নাম ঘোষণা করে। বাংলাদেশের ভূমি মন্ত্রণালয় ‘স্বচ্ছ ও জবাবদিহিমূলক সরকারি প্রতিষ্ঠানের বিকাশ’ (Developing Transparent and Accountable Public Institutions) ক্যাটাগরিতে জাতিসংঘের মর্যাদাপূর্ণ ইউনাইটেড ন্যাশনস পাবলিক সার্ভিস অ্যাওয়ার্ড-২০২০ (United Nations Public Service Award 2020/ জাতিসংঘ জনসেবা পুরস্কার ২০২০) অর্জন করে।

২৩ জুন ২০২০ তারিখে ইউনাইটেড ন্যাশনস পাবলিক সার্ভিস দিবস ভার্চুয়াল ইভেন্টে জাতিসংঘের অর্থনৈতিক ও সামাজিক বিভাগের আন্ডার সেক্রেটারি জেনারেল লিউ জেনমিন 'ইউএন পাবলিক সার্ভিস অ্যাওয়ার্ড-২০২০' অর্জন করার জন্য বাংলাদেশ সহ বিজয়ী দেশসমূহকে অভিনন্দন জানান। ২০২০ সালে দক্ষিণ কোরিয়ার বুসানে 'ইউনাইটেড ন্যাশনস পাবলিক সার্ভিস ফোরাম' ও ‘পাবলিক সার্ভিস অ্যাওয়ার্ড’ বিতরণ অনুষ্ঠান হওয়ার কথা ছিল, যা বিশ্বব্যাপী কোভিড-১৯ মহামারীর প্রাদুর্ভাবের প্রেক্ষাপটে পরবর্তী ঘোষণা না দেওয়া পর্যন্ত স্থগিত করেছিল জাতিসংঘ। এই বছর ২০২১ সালে জাতিসংঘ ২০২০ ও ২০২১ সালের ইউনাইটেড ন্যাশনস পাবলিক সার্ভিস অ্যাওয়ার্ড প্রদান অনুষ্ঠান একই সাথে দুবাইয়ে আয়োজন করল। এবার এই দুই বছরের জন্য ১৫টি দেশের ১৭টি উদ্যোগকে অ্যাওয়ার্ড প্রদান করা হয়।

গত সোমবার, ১৩ ডিসেম্বর ২০২১ সংযুক্ত আরব আমিরাতের দুবাইয়ে স্থানীয় সময় সকাল ১০:৩০টায় মদিনাত জুমেইরাহ সম্মেলন কেন্দ্রে সংযুক্ত আরব আমিরাত এবং জাতিসংঘের অর্থনৈতিক ও সামাজিক বিষয়ক বিভাগ কর্তৃক যৌথভাবে আয়োজিত ‘ইউনাইটেড ন্যাশনস পাবলিক সার্ভিস অ্যাওয়ার্ড’ প্রদান অনুষ্ঠানে ভূমিমন্ত্রী অ্যাওয়ার্ড গ্রহণ করেন। এই সময় ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ উপস্থিত ছিলেন।

Over 44 lakh e-Mutation applications disposed by 2021

By December of this year (2021), a 55 lakh 64 thousand 634 applications, including processed applications, were received online and 44 lakh 14 thousand 319 applications have been disposed of; Of this, 19 lakh applications have been disposed out of about 22 lakh e-Mutation applications in the financial year 2020-21. Averages of 22 lakh mutation applications are submitted every year.

A mutation is the method of change of title ownership from one person to another in the government Record of Rights when the property is transferred or sold. Documents prepared through survey for the purpose of determining possession, ownership and assessing Land Development Tax is known as Record of Rights (Khatiyan).

The e-Mutation system, including all other land services digitalization programs, is part of Prime Minister Sheikh Hasina’s special initiative ‘Digital Bangladesh’. E-Mutation pilot program was started on February 01, 2017, in 7 Upazilas of Bangladesh.

On last Monday, 13 December 2021, Land Minister Saifuzzaman Chowdhury has received the United Nations Public Service Award-2020 on behalf of the Land Ministry in a ceremocy onganaized by United Nations in Dubai. The Ministry of Land is the first agency/organization in Bangladesh to receive the UN Public Service Award.

The then ongoing initiatives in land management were reviewed at a meeting held at the conference room of the Prime Minister's Office on 25 July 2017 to ease land services. Prime Minister’s Information and Communication Technology Affairs Adviser. Sajeeb Ahmed Wazed directed for speedy implementation of e-Mutation across the country after inspecting the pilot e-Mutation project. Under the supervision of the Ministry of Land, the Land Reform Board ensured the connectivity, including hardware supply to the Upazila and Union Land Offices and a2i provided financial and technical assistance in the training of trainers and training of operators.

Under the overall direction of Land Minister Saifuzzaman Chowdhury, 100% e-Mutation was set out simultaneously across the country from July 1, 2019. At present, e-Mutation is in operation in all Upazila Land Office and Circle Office and also in Union Land Office, except those in the three Hill Districts. On the occasion of the Mujib Birth Centenary celebrations, the manual application has been ceased from March 16, 2020. e-Mutation is being implemented along with other land service digitalization through Land Reform Board with the overall support of the ICT Division and a2i Project.

People had to go to the land office to apply for mutation according to the traditional system. It used to cost people a lot of time, money, and travel. Citizens can now easily apply by the central land service platform land.gov.bd.

Upon receipt of an individual application or LT notice, e-Mutation service is provided - in a maximum of 28 working days in the general case, 09 working days for expatriate Bangladeshi citizens in a metropolitan area and 12 working days in other cases and within 07 days for investment-friendly industry and commercial establishments in certain districts. In the general case, the gallant freedom fighters are getting the land mutation service within 10 working days. In addition, the Ministry of Land has taken initiative to make it easier to provide Land Mutation based on the Land Title Deed and establish online mutation fees submission.

Citizens are getting land service at their doorsteps in less time, less money, and less travel in line with the slogan ‘Hater Muthoy Bhumi Seba’ (Land service in the palm of hand) of the Ministry of Land.

Note that the United Nations officially announced the winners of the United Nations Public Service Award-2020 on June 16, 2020. The Ministry of Land of Bangladesh won the prestigious ‘United Nations Public Service Award-2020’ in the ‘Developing Transparent and Accountable Public Institutions’ category.

UN Under-Secretary-General for Economic and Social Affairs Liu Zhenmin congratulated the winning countries, including Bangladesh, for winning the ‘UN Public Service Award-2020’ on 23 June 2020 at the United Nations Public Service Day Virtual Event. ‘United Nations Public Service Forum’ and ‘Public Service Awards ceremony’ were scheduled to be held in Busan, South Korea in 2020, but were postponed by the United Nations in the wake of the global COVID-19 pandemic. The United Nations simultaneously organized the 2020 and 2021 United Nations Public Service Awards ceremony in Dubai. The award was given for 17 initiatives of 15 countries for these two years.

On last Monday, 13 December 2021, The Minister of Land received the award at the United Nations Public Service Awards Ceremony jointly organized by the United Arab Emirates and the United Nations Department of Economic and Social Affairs at the Madinat Jumeirah Conference Center, at 10:30 a.m. local time on Monday in Dubai, United Arab Emirates. Land Secretary Md. Mustafizur Rahman, PAA was present.
