কৃষি জমি সুরক্ষায় প্রায় ৩৩৮ কোটি টাকার একটি প্রকল্প একনেকে অনুমোদন 

(ঢাকা, মঙ্গলবার, ২৯ সেপ্টেম্বর ২০২০) কৃষি জমি সুরক্ষায় প্রায় ৩৩৭.৬০ কোটি টাকা প্রাক্কলিত ব্যয়ে ২০২০ হতে ২০২৪ মেয়াদে ‘মৌজা ও প্লটভিত্তিক জাতীয় ডিজিটাল ভূমি জোনিং প্রকল্প' আজ শেরেবাংলা নগরের এনইসি ভবনে অনুষ্ঠিত জাতীয় অর্থনৈতিক পরিষদের নির্বাহী কমিটির সভায় অনুমোদিত হয়।

গণভবন থেকে ভিডিও কনফারেন্সের মাধ্যমে একনেক চেয়ারপার্সন প্রধানমন্ত্রী শেখ হাসিনা বৈঠকে সভাপতিত্ব করেন। ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী, এমপি ও ভূমি সচিব মোঃ মাক্‌ছুদুর রহমান পাটওয়ারী শেরেবাংলা নগরে অবস্থিত এনইসি ভবন থেকে সভায় অংশগ্রহণ করেন।

এই প্রকল্পের মাধ্যমে ভূমির গুণাগুণ অনুযায়ী ভূমিকে প্লটওয়ারী কৃষি, আবাসন, বাণিজ্যিক, পর্যটন ও শিল্প উন্নয়ন ইত্যাদি ক্যাটাগরিতে বিভক্ত করে মৌজা ও প্লটভিত্তিক ডিজিটাল ভূমি জোনিং ম্যাপ ও ভূমি ব্যবহার পরিকল্পনা প্রণয়ন করা হবে। মাঠ পর্যায়ে সুষ্ঠু ভূমি ব্যবস্থাপনার নিমিত্ত সারাদেশে মৌজা ও প্লটভিত্তিক ডাটা বেইজ প্রণয়নও করা হবে একই সাথে। 

প্রকল্পটি সরাসরি ভূমি মন্ত্রণালয় বাস্তবায়ন করবে। এজন্য ভূমি জোনিং বিষয়ক কার্যক্রম সচল রাখার জন্য ভূমি মন্ত্রণালয়ের অধীনে একটি পৃথক ইউনিট গঠন করা হবে। 

প্রকল্পটির মাধ্যমে প্লট নাম্বার এবং প্লটভিত্তিক বিস্তারিত তথ্যাদি ভূমি জোনিং মানচিত্রে সন্নিবেশিত করা হবে যেন জেলা ও উপজেলা পর্যায়ের ভূমি প্রশাসনের দায়িত্বপ্রাপ্ত কর্মকর্তাগণ এই তথ্য ব্যবহার করে অপ্রতুল ভূমি সম্পদের যথাযথ ব্যবহার করে দেশের ভূমি সম্পদ সংরক্ষণে যথাযথ ভূমিকা রাখতে পারেন। 

উল্লেখ্য, দেশে কৃষি জমির পরিমাণ মোট জমির ৮৪ শতাংশ। তবে জনসংখ্যা বৃদ্ধির সাথে সাথে নতুন আবাসন, রাস্তাঘাট, শিক্ষা প্রতিষ্ঠান সহ বিভিন্ন অবকাঠামো নির্মাণের জন্য কৃষি জমি ব্যবহারের ফলে কৃষি জমির পরিমাণ প্রতিনিয়ত হ্রাস পাচ্ছে। কৃষি জমি সুরক্ষা ও সর্বোপরি দেশের সামগ্রিক খাদ্য নিরাপত্তা নিশ্চিতকরণে ভূমির যথাযথ ব্যবহার অপরিহার্য। প্রকল্পটি বাস্তবায়িত হলে দেশের কৃষি জমি সুরক্ষায় একটি গুরুত্বপূর্ণ মাইলফলক অর্জিত হবে। দেশের অপ্রতুল ভূমি সম্পদের সর্বোত্তম ব্যবহার নিশ্চিত করাই প্রকল্পটির মূল লক্ষ্য।

ECNEC approves a project worth about 338 crore for protection of agricultural land

A project titled 'Mouza and Plot Based National Digital Land Zoning Project' in the period from 2020 to 2024 at an estimated cost of about TK 337.60 crores, to ensure agricultural land protection of the country, has been approved at a meeting of The Executive Committee of the National Economic Council (Ecnec) held in Sher-e-Bangla Nagar today.

ECNEC Chairperson Prime Minister Sheikh Hasina presided over the meeting via video conference from Ganabhaban. Land Minister Saifuzzaman Chowdhury, MP and Land Secretary Md. Muksodur Rahman Patwary attended the meeting from NEC Bhaban in Sher-e-Bangla Nagar.

Through this project, Mouza and plot-based digital land zoning map and land use plan will be prepared by separating the land into the plots of agriculture, housing, commercial, tourism, and industrial development, etc. according to the quality of the land. At the same time, Mouza and the plot-based database will be prepared across the country for proper land management at the field level.

The project will be implemented directly by the Ministry of Land. For this purpose, a separate unit will be formed under the Ministry of Land to keep the land zoning project active.

Through the project, plot number and plot-based information will be added to the land zoning map so that the officials in charge of land administration at the District and Upazila level can use that information to act accordingly in conserving the land resources of the country.

It is to be noted that, the amount of agricultural land in the country is 84 percent of the total land. However, with the increasing population, the amount of agricultural land is constantly declining due to the uses of agricultural land for the construction of various infrastructures including new housing, roads, educational institutions. Proper use of land is imperative to the protection of agricultural land and above all for ensuring the overall food security of the country. If the project is implemented, it will be an important milestone in the protection of agricultural land in the country. The main goal of the project is to ensure optimal utilization of the country's scarce land resources.
