লক্ষ্মীপুরের পোড়াগাছায় বঙ্গবন্ধু স্মৃতিস্তম্ভ নির্মাণে বঙ্গবন্ধু মেমোরিয়াল ট্রাস্টের অনুমোদন

(ঢাকা, ৩ মার্চ, ২০২১) লক্ষ্মীপুর জেলার রামগতি উপজেলার পোড়াগাছা গুচ্ছগ্রাম এলাকায় বঙ্গবন্ধু স্মৃতিস্তম্ভ নির্মাণের জন্য 'জাতির জনক বঙ্গবন্ধু শেখ মুজিবুর রহমান মেমোরিয়াল ট্রাস্ট'-এর অনুমোদন লাভ করেছে ভূমি মন্ত্রণালয়। প্রধানমন্ত্রী শেখ হাসিনা 'জাতির জনক বঙ্গবন্ধু শেখ মুজিবুর রহমান মেমোরিয়াল ট্রাস্ট'-এর ট্রাস্টি বোর্ডের প্রতিষ্ঠাতা সভাপতি।

আজ বুধবার সচিবালয়ে ভূমি মন্ত্রণালয়ের সম্মেলন কক্ষে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরীর সভাপতিত্বে অনুষ্ঠিত ২০২০-২১ অর্থ বছরের বার্ষিক উন্নয়ন কর্মসূচী (এডিপি) বাস্তবায়ন অগ্রগতি পর্যালোচনা সভায় এ তথ্য জানানো হয়।

জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্মশতবার্ষিকী উদযাপন উপলক্ষে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরীর নির্দেশে লক্ষ্মীপুরের সোনাপুর-রামগতি সড়কের পাশে, স্মৃতিস্তম্ভ নির্মাণের প্রচলিত ধারণার বাইরে, বঙ্গবন্ধুর স্মৃতিবিজড়িত চর পোড়াগাছায় একটি আধুনিক সুযোগ-সুবিধা সম্বলিত মুজিববর্ষ স্মারক গুচ্ছগ্রাম নির্মাণ করে এর প্রবেশ পথে একটি স্মৃতিস্তম্ভ নির্মাণ করার পরিকল্পনা নিয়েছিল ভূমি মন্ত্রণালয়। এর জন্য বঙ্গবন্ধু স্মৃতিস্তম্ভ ও আপগ্রেডেড গুচ্ছগ্রাম নির্মাণের লক্ষ্যে একটি কমিটিও গঠন করা হয়েছিল।

উল্লেখ্য, জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমান ১৯৭২ সালে সরকারি সফরে বর্তমান লক্ষ্মীপুর জেলার রামগতি উপজেলার চর পোড়াগাছা নামক স্থান পরিদর্শন করেন। উক্ত পরিদর্শনে তিনি এ অঞ্চলের ভূমিহীন, নদীভাঙ্গা ও দুঃস্থ মানুষের উন্নয়নে গুচ্ছগ্রাম স্থাপনের প্রতিশ্রুতি ব্যক্ত করেন এবং নিজ হাতে মাটি কেটে কিল্লা (উঁচু মাটির ঢিবি যাতে বন্যা বা জলোচ্ছ্বাসের সময় মানুষ ও গবাদিপশু আশ্রয় নিতে পারে) স্থাপন কাজের উদ্বোধন করেন। পরবর্তীতে ওই এলাকায় বেশ কয়েকটি গুচ্ছগ্রাম স্থাপন করা হয় যার মধ্যে চর পোড়াগাছা অন্যতম।

ভূমি মন্ত্রণালয়ের সচিব মোঃ মোস্তাফিজুর রহমান পিএএ, ভূমি সংস্কার বোর্ডের চেয়ারম্যান মোঃ মোস্তফা কামাল, ভূমি রেকর্ড ও জরিপ অধিদপ্তরের মহাপরিচালক মোঃ তসলীমুল ইসলাম সহ ভূমি মন্ত্রণালয় ও এর আওতাভুক্ত দপ্তর/সংস্থার প্রধান কিংবা তাঁদের প্রতিনিধি, বিভিন্ন প্রকল্পের প্রকল্প পরিচালকবৃন্দ সহ ভূমি মন্ত্রণালয়ের উন্নয়ন শাখার ঊর্ধ্বতন কর্মকর্তাগণ অন্যান্যদের মধ্যে সভায় উপস্থিত ছিলেন।

উল্লেখ করা যেতে পারে, ২০১৯ ও ২০২০ সালে ‘বঙ্গবন্ধু স্মৃতিস্তম্ভ ও আপগ্রেডেড গুচ্ছগ্রাম নির্মাণের লক্ষ্যে গঠিত কমিটি’ কর্তৃক উপস্থাপিত সুপারিশমালা, প্রকল্পের মাস্টার প্ল্যান, ত্রিমাত্রিক নকশা এবং স্বতন্ত্র বাড়ির নকশা বাস্তবায়নের বিষয়ে বেশ কয়েকটি সভা অনুষ্ঠিত হয়েছিল। পরবর্তীতে করোনাভাইরাস (কোভিড ১৯) মহামারী পরিস্থিতির কারণে এ কার্যক্রম মুলতুবী করা হয়েছিল। কমিটির পরিকল্পনা অনুযায়ী বঙ্গবন্ধু স্মারক গুচ্ছগ্রামের অভ্যন্তরে স্থানীয় জনগণের চলাচলের জন্য পাকা রাস্তা নির্মাণ করা হবে। গ্রামের এক প্রান্তে একটি শিশু পার্কের ব্যবস্থা রাখা হয়েছে। স্থানীয় জনগণের স্বাস্থ্যসেবার বিষয়টি চিন্তা করে একটি কমিউনিটি ক্লিনিক স্থাপনের জন্য প্রয়োজনীয় জায়গা রাখা হয়েছে। গুচ্ছগ্রামের বর্তমান মডেলের পরিবর্তে ভূমি মন্ত্রণালয় বঙ্গবন্ধু স্মারক গুচ্ছগ্রামের মডেলটি ভবিষ্যতে প্রণিতব্য ডিপিপি (উন্নয়ন প্রকল্প প্রস্তাব)’তে  অন্তর্ভুক্ত করে  দেশব্যাপী আধুনিক গুচ্ছগ্রাম সৃজনের ব্যবস্থা নেওয়া হবে।

//Bangabandhu Memorial Trust approved commissioning of Bangabandhu Memorial at Poragacha, Lakshmipur//

The land ministry has received approval from the 'Father of the Nation Bangabandhu Sheikh Mujibur Rahman Memorial Trust' to commission Bangabandhu Memorial in Poragacha Guchogram (Cluster Village) area of Ramgati Upazila of Lakshmipur District. Prime Minister Sheikh Hasina is the founding president of the Board of Trustees of the 'Father of the Nation Bangabandhu Sheikh Mujibur Rahman Memorial Trust'.

The information was provided at a progress review meeting of implementation of the Annual Development Program (ADP) of the fiscal year 2020-21, chaired by Land Minister Saifuzzaman Chowdhury, held in the conference room of the Ministry of Land at the Secretariat today Wednesday.

On the occasion of the birth centenary of Father of the Nation Bangabandhu Sheikh Mujibur Rahman, on the direction of Land Minister Saifuzzaman Chowdhury - the land ministry took the plan to commission a Memorial Monument at the entrance to the proposed Mujibarsha memorial Guchogram with all modern amenities in the Char Poragacha which is reminiscent of Bangabandhu. This is essentially an out-of-the-box idea. For this, a committee was also formed for the construction of the Bangabandhu Memorial and upgraded Guchogram.

It is to be noted that the Father of the Nation Bangabandhu Sheikh Mujibur Rahman visited the place named Char Poragacha in Ramgati Upazila of present-day Lakshmipur District in 1972 during his official visit in the area. He pledged to construct cluster villages for the development of landless, river erosion affected and destitute people in the region and inaugurated the work of setting up the 'Killa'/fort (Earthen mound/safe place higher than usual so that people and cattle can take shelter during floods or tidal surges) by digging soil there. Char Poragachha was one of the cluster villages which were constructed in the area later.

Land Secretary Md Mustafizur Rahman PAA, Chairman of Land Reform Board Md Mostafa Kamal, Director General of Land Record and Survey Department Md. Taslimul Islam including other Heads of the Ministry of Land affiliated departments/agencies or their representatives, Project Directors of various projects, and senior officials of the Development Wing of the Ministry of Land were present at the meeting among others.

It is to be mentioned that in 2019 and 2020, several meetings regarding the recommendations, the master plan of the project, three-dimensional design, and implementation of individual home design - proposed by 'The committee for the construction of Bangabandhu Memorial and Upgraded Guchogram (Cluster Village)’ took place. The works were later postponed due to Coronavirus (COVID-19) pandemic situation. According to the plan of the committee, paved roads would be constructed for the movement of local people inside the Bangabandhu Memorial Gucchogram. There will also be a Children Park. There will be a space for setting up a community clinic, considering the health care of the local people. The land ministry will include the model of Bangabandhu Memorial Guchogram in the future Development Project Proposal of the Guchogram project across the country instead of the existing model of the Guchogram.
