অর্থনৈতিক উন্নয়নে ভূমি মন্ত্রণালয় অর্পিত দায়িত্ব পালন করে যাচ্ছে

(ঢাকা, রবিবার, ২৮ নভেম্বর ২০২১) দেশের অর্থনৈতিক উন্নয়নে ভূমি মন্ত্রণালয় আন্তরিকতার সাথে অর্পিত দায়িত্ব পালন করে যাচ্ছে বলে মন্তব্য করে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী বলেন, বিনিয়োগ ও উন্নয়নে ভূমি অন্যতম গুরুত্বপূর্ণ উপাদান। তিনি আরও বলেন ভূমিমন্ত্রী হিসেবে আমি আপনাদের আশ্বস্ত করছি যে আমি আমার দায়িত্ব অত্যন্ত আন্তরিকতার সাথে পালন করার চেষ্টা করছি।

আজ রবিবার অপরাহ্নে প্রধানমন্ত্রীর কার্যালয়ের আওতাভুক্ত বাংলাদেশ বিনিয়োগ উন্নয়ন কর্তৃপক্ষ (বিডা) কর্তৃক ঢাকার একটি হোটেলে দুইদিনব্যাপী আয়োজিত বাংলাদেশ বিনিয়োগ শীর্ষ সম্মেলন ২০২১-এ অর্থনৈতিক অঞ্চল সম্পর্কিত সেশনে সভাপতির বক্তব্যে উপস্থিত দেশি-বিদেশি বিনিয়োগকারীদের উদ্দেশে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী এই মন্তব্য করেন। 

উল্লেখ্য, আজ সকালে প্রধানমন্ত্রী শেখ হাসিনা ভার্চুয়ালি দেশে বিদেশি বিনিয়োগ আকৃষ্ট করতে দুইদিনব্যাপী বিনিয়োগ সম্মেলন উদ্বোধন করেন।

সাইফুজ্জামান চৌধুরী প্রত্যক্ষ বৈদেশিক বিনিয়োগকে অন্তর্ভুক্তিমূলক অর্থনৈতিক প্রবৃদ্ধির জন্যে গুরুত্বপূর্ণ উল্লেখ করে আরও বলেন, বাংলাদেশ সরকার এই কারণে বিদেশী বিনিয়োগকারীদের অনেক ভালো প্রণোদনা দিচ্ছে।

ভূমিমন্ত্রী উপস্থিত বিদেশী বিনিয়োগকারী ও প্রবাসী বাংলাদেশী বিনিয়োগকারীদের জানান, আইএমএফ-এর উপাত্ত অনুযায়ী করোনা মহামারীকালীন বিশ্বের শীর্ষ পাঁচটি সহনশীল অর্থনীতির দেশের মধ্যে বাংলাদেশ একটি। তিনি তাঁর বক্তব্যে তাদের বাংলাদেশে বিনিয়োগ করার উদাত্ত আহবান জানান।

দক্ষিণ এশিয়া অঞ্চলে বিশ্বব্যাংকের বাংলাদেশ ও ভুটানের কান্ট্রি ডিরেক্টর মার্সি মিয়াং টেম্বন বলেন, বৈদেশিক বিনিয়োগে বাংলাদেশ সরকারের প্রচেষ্টার কারণে এই দেশে কর্মসংস্থান সৃষ্টি হচ্ছে যা দারিদ্য বিমোচন ত্বরান্বিত করছে। তিনি আরও বলেন, সবুজ প্রবৃদ্ধির (Green growth) কথা মাথায় রেখে বাংলাদেশের যে অর্থনৈতিক অঞ্চল গড়ে উঠেছে তা বিশ্বব্যাপী দূরদর্শী উদ্যোগ হিসেবে স্বীকৃত পাচ্ছে।

এই সম্মেলনে অনুষ্ঠেয় অনেকগুলো সেশনের মধ্যে অন্যতম ‘অর্থনৈতিক অঞ্চল’ সম্পর্কিত বিশেষ আলোচনা সেশন। সেশনটিতে বিনিয়োগের সুযোগ তুলে ধরার পাশাপাশি অর্থনৈতিক অঞ্চলে নীতি ও নিয়ন্ত্রক পরিবেশের উপর একটি সার্বিক ধারণা প্রদান করা হয়।

সেশনটি সঞ্চালনা করেন ভারত-বাংলাদেশ চেম্বার অফ কমার্স অ্যান্ড ইন্ডাস্ট্রি (আইবিসিসিআই) সভাপতি আবদুল মাতলুব আহমাদ। সেশনে কিনোট (keynote) উপস্থাপন করেন বাংলাদেশ অর্থনৈতিক অঞ্চল কর্তৃপক্ষ (বেজা)’র নির্বাহী সদস্য (পরিকল্পনা ও উন্নয়ন) মোহাম্মদ এরফান শরীফ।

অনুষ্ঠানে আলোচকবৃন্দ বাংলাদেশের বিশেষ অর্থনৈতিক অঞ্চল গুলোকে সম্পূর্ণ প্যাকেজ হিসেবে বর্ণনা করে বলেন, এসব অর্থনৈতিক অঞ্চলের মূল আকর্ষণ সম্পূর্ণ সেবাযুক্ত শিল্প স্থাপনে উপযুক্ত ভূমি, পানি, বিদ্যুৎ ও গ্যাস সরবরাহের জন্য প্রস্তুত অবকাঠামো, এবং বিস্তৃত আকারে প্রদত্ত প্রতিযোগিতামূলক আকর্ষণীয় প্রণোদনা।

উল্লেখ্য, অর্থনৈতিক অঞ্চলে বিনিয়োগের প্রণোদনা হিসেবে ১০ বছরের কর অবকাশ ও লভ্যাংশ প্রত্যাবাসনের সুবিধা এবং ব্যবসা পরিচালনার জন্য ১২৫টি পরিষেবার ওয়ান স্টপ সার্ভিস (একই ছাদের নিচে সকল সেবা) সেন্টারের ব্যবস্থা করা হয়েছে। সারা দেশে ১০০ অর্থনৈতিক অঞ্চল স্থাপনের কাজ দ্রুত এগিয়ে চলছে।

সেশনে প্যানেল আলোচক হিসেবে আরও উপস্থিত ছিলেন বাংলাদেশ রপ্তানী প্রক্রিয়াকরণ এলাকা কর্তৃপক্ষ (বেপজা)’র নির্বাহী চেয়ারম্যান মেজর জেনারেল আবুল কালাম মোহাম্মদ জিয়াউর রহমান, জাইকা বাংলাদেশ অফিসের প্রধান প্রতিনিধি ইউহো হায়াকাওয়া, বাংলাদেশ প্রাইভেট ইকোনমিক জোন ইনভেস্টর অ্যাসোসিয়েশন-এর সভাপতি এএসএম মাইনুদ্দিন মোনেম, এবং জাপানের সুমিটোমো কর্পোরেশন এশিয়া ও ওশেনিয়া অঞ্চলে বাংলাদেশ অফিসের মহাব্যবস্থাপক শিনিচি নাগাটা।

//Land Ministry is fulfilling its responsibility for economic development//

Land Minister Saifuzzaman Chowdhury said the land ministry is sincerely fulfilling its responsibility for economic development of the country, adding that land is one of the most important elements in the country’s investment and development. “As the land minister, I am assuring you that I am trying to perform my duty with utmost sincerity,” he added.

Land Minister Saifuzzaman Chowdhury came up with the remark while addressing a session to domestic and foreign investors on Economic Zones at a two-day Bangladsh Investment Summit 2021 organized by Bangladesh Investment Development Authority (BIDA) of Prime Minister’s office at a hotel in Dhaka on today Sunday afternoon.

This morning, Prime Minister Sheikh Hasina virtually inaugurated the two-day investment summit to attract foreign investment in the country. 

Land Minister also informed foreign investors and expatriate Bangladeshi investors that Bangladesh has been one of the top five resilient economies in the world during the coronavirus pandemic, according to the IMF.

Saying that the Foreign Direct Investment is imperative to inclusive economic growth, Saifuzzaman Chowdhury informed that for that reason government of Bangladesh is giving lots of excellent incentives to foreign investors. In his speech, he urged them to invest in Bangladesh.

The World Bank Country Director for Bangladesh and Bhutan of South Asia Region Dr. Mercy Miyang Tembon said that the Bangladesh government's efforts to attract foreign investment are creating jobs in country that are accelerating poverty reduction. She further said that the economic zones of Bangladesh established with green growth in mind are being globally recognized as visionary initiative.

The special panel discussion on Economic Zones is one of the many sessions to be held at this summit. The session has highlighted specific investment opportunities and provided an overview of the policy and regulatory environment in the Economic Zones.

India-Bangladesh Chamber of Commerce and Industry (IBCCI) Abdul Matlub Ahmad has moderated the session. Bangladesh Economic Zones Authority (BEZA) Executive Member (Planning & Development) Mohammed Erfan Sharif was the Keynote speaker.

While describing the Special Economic Zone in Bangladesh as a complete package, speakers have said that the major attractions of these economic zones are fully serviced land, ready-to-go utilities, and an array of incentives designed to deliver a solid competitive advantage.

As an incentive to invest in the economic zone, 10 years of Tax Holiday and full repatriation of dividends, One-Stop Service (OSS) Center with 125 services for the business operation has been fully serviced. Work is in full swing to establish 100 economic zones across the country.

Executive Chairman of Bangladesh Export Processing Zones Authority (BEPZA) Major General Abul Kalam Mohammad Ziaur Rahman, Chief Representative of JICA Bangladesh Office Yuho Hayakawa, President of Bangladesh Private Economic Zones Investors Association ASM Mainuddin Monem, and General Manager for Asia & Oceania and Dhaka Liaison Office of Japan's Sumitomo Corporation Shinichi Nagata were also among the panelist.
