ভূমি অফিসে নাশকতা সৃষ্টিকারীরা জনগণের মূল্যবান দলিলপত্র নষ্ট করেছে - ভূমিমন্ত্রী 

(ঢাকা, ৩১ মার্চ, ২০২১) ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী বলেছেন সাম্প্রতিক সময়ে চট্টগ্রাম ও ব্রাহ্মণবাড়িয়া ভূমি অফিসে অগ্নিসংযোগ ও ভাঙচুরের মাধ্যমে নাশকতা সৃষ্টিকারীরা রাষ্ট্র ও জনগণের সম্পদ মূল্যবান দলিলপত্র নষ্ট করেছে। রেকর্ডপত্র নষ্ট করে তারা উক্ত ভূমি অফিসের আওতাভুক্ত এলাকার সাধারণ জনগণকে দীর্ঘমেয়াদী হয়রানির ও ক্ষতির সম্মুখীন করেছে। 

আজ বুধবার ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী, এমপি ঢাকার তেজগাঁওস্থ এফডিসির মিলনায়তনে স্বাধীনতার সুবর্ণজয়ন্তী উপলক্ষে ডিবেট ফর ডেমোক্রেসির আয়োজনে 'ডিজিটাল ভূমি ব্যবস্থাপনায় জনসম্পৃক্ততা' বিষয়ে এক ছায়া সংসদ বিতর্ক প্রতিযোগিতা অনুষ্ঠানে প্রধান অতিথি হিসেবে বক্তব্য প্রদানকালে এ কথা বলেন। অনুষ্ঠানে সভাপতিত্ব করেন ডিবেট ফর ডেমোক্রেসির চেয়ারম্যান হাসান আহমেদ চৌধুরী কিরণ। 

ভূমিমন্ত্রী এসময় আরও বলেন ভূমি অফিসের নিরাপত্তা জোরদারে পদক্ষেপ নেওয়া হয়েছে। নজরদারি বৃদ্ধি করার জন্য ‘আইপি ক্লোজ সার্কিট টিভি ক্যামেরা’ ও দলিলাদির নিরাপত্তায় অগ্নিনিরোধী আলমারির স্থাপন করার পরিকল্পনা নেওয়া হয়েছে। এছাড়া, জনভোগান্তি কমাতে দ্রুত ছায়া রেকর্ডপত্র তৈরি করার নির্দেশ দেওয়া হয়েছে।    
মাননীয় প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বে বাংলাদেশ আজ যে জায়গায় এসেছে এর থেকে আর পেছনে ফিরে তাকাতে হবেনা উল্লেখ করে ভূমিমন্ত্রী বলেন আমরা ভূমি সেক্টরে এমনভাবে 'সিস্টেমের' টেকসই পরিবর্তন করছি যেন দুর্নীতি করার সুযোগই না থাকে। এ সময় ভূমিমন্ত্রী আরও জানান  পটুয়াখালী ও বরগুনায় দ্রুত  বাংলাদেশ ডিজিটাল সার্ভে (বিডিএস) শুরু হবে যা ডিসেম্বরের মধ্যে শেষ করে পর্যায়ক্রমে দেশব্যাপী পরিচালনা করা হবে। 

সরকারি জমি অবৈধ দখলকে দণ্ডনীয় ফৌজদারি অপরাধ হিসেবে গণ্য করে শীগগিরই আইন সংশোধন করে যুগোপযোগী করা হচ্ছে - ভূমিমন্ত্রী যোগ করেন। ভূমি সংক্রান্ত অপরাধ নিয়ন্ত্রণে আলাদা 'ল্যান্ড ক্রাইম অ্যাক্ট' করার বিষয়টিও বিবেচনাধীন আছে বলে ভূমিমন্ত্রী এসময় উল্লেখ করেন। 

অনুষ্ঠানের সভাপতি এ সময় ভূমি সেক্টরে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরীর গতিশীল নেতৃত্বের ভূয়সী প্রশংসা করে বলেন ডিজিটাল ভূমি ব্যবস্থাপনায় সরকার ডিজিটাল রেকর্ডরুম, ভূমি সেবা হটলাইন, ভূমি শ্রেণি জটিলতা কমানো, মৌজা ও প্লট-ভিত্তিক ডিজিটাল ভূমি জোনিং ইত্যাদি বহুমুখী কার্যক্রম গ্রহণ করেছে তা প্রশংসনীয়।

বিতর্ক প্রতিযোগিতায় সরকারি দল হিসেবে ঢাকা ইন্টারন্যাশনাল ইউনিভার্সিটি (ডিআইইউ) ও বিরোধী দল হিসেবে বাংলাদেশ ইউনিভার্সিটি অব বিজনেস অ্যান্ড টেকনোলজি (বিইউবিটি)-এর বিতার্কিকবৃন্দ অংশগ্রহণ করেন। প্রতিযোগিতা শেষে অংশগ্রহণকারী দলের মাঝে ট্রফিসহ অন্যান্য সনদপত্র বিতরণ করেন ভূমিমন্ত্রী। 

বিতর্ক প্রতিযোগিতায় বিচারকদের মধ্যে ছিলেন ভূমি আইন বিশেষজ্ঞ, বিশ্ববিদ্যালয়ের শিক্ষক, সাংবাদিক ও প্রথিতযশা বিতার্কিক। অনুষ্ঠানের সভাপতি এসময় মডারেটর হিসেবে দায়িত্বপালন করেন। বিভিন্ন বিশ্ববিদ্যালয়ের শিক্ষার্থী ও তাঁদের অভিভাবক এবং গণমাধ্যমকর্মীরা এসময় অন্যান্যদের মধ্যে উপস্থিত ছিলেন।  

//The land office saboteurs destroyed the valuable documents of the people - Land Minister//

Land Minister Saifuzzaman Chowdhury said the perpetrators of sabotage in Chattogram and Brahmanbaria land offices in recent times through arson and vandalism have destroyed the valuable documents which are the properties of the state and the people . They have created long-term harassment and loss to the common people of the area under the jurisdiction of those land offices by destroying the records.  

Land Minister Saifuzzaman Chowdhury MP, was speaking as the chief guest at a Shadow Parliamentary Debate competition on 'People's Involvement in Digital Land Management' organized by Debate for Democracy on the occasion of the Golden Jubilee of Independence at the auditorium of FDC in Tejgaon, Dhaka on today, Wednesday. Chairman of Debate for Democracy Hasan Ahmed Chowdhury Kiran presided over the event.

The land minister also said that steps have been taken to strengthen the security of the land office. Plans have been made to set up ‘IP closed-circuit television cameras’ (IP-CCTV) to increase surveillance and fireproof almirahs for the security of documents have been taken. Besides, it has been instructed to quickly create copies of the records of those damaged land offices to reduce the suffering of the people.

Saying no need to look back where Bangladesh is today under the leadership of Hon'ble Prime Minister Sheikh Hasina, the Land Minister said, we are sustainably changing the 'system' in the land sector so that there will be no room for corruption. The Land Minister also informed that Bangladesh Digital Survey (BDS) will be started in Patuakhali and Barguna and will be gradually conducted across the country after completion in those two districts.  

Illegal occupation of government land is being made a punishable criminal offense and the law will be amended soon - the land minister added. The land minister also mentioned that a separate 'Land Crime Act' is being considered to control land related crimes.

Praising the dynamic leadership of Land Minister Saifuzzaman Chowdhury in the land sector, the Chair of the event said that the government has taken multifaceted steps in digital land management such as setting up digital record room, land service hotline, reduction of complexity of various land classes, Mouza, and plot-based digital land zoning, etc.

Debaters from Dhaka International University (DIU) as the government party and Bangladesh University of Business and Technology (BUBT) as the opposition party participated in the debate competition. At the end of the competition, the land minister presented trophies and other certificates among the participating teams.

There were land law experts, university teachers, journalists, and eminent debaters among the judges in the debate competition. The Chair of the program acted as the moderator at that time. Students from different universities, their parents, and media personnel were present among others.
